Ratched never breaks a rule. That is the horror of her. She runs a psychiatric ward with schedules, group therapy and paperwork, and every one of those instruments becomes a way to keep men small. She is the definitive bureaucratic villain: the person who has confused control with care and has an institution backing her up.
