Who they are

Frollo is a judge who believes he is the only righteous man in Paris, and the film gives him a musical number about lust, damnation and his intention to burn a woman alive if she refuses him. It is astonishing that this exists in a family film. He never once considers himself a villain, which is exactly what makes him one of the most frightening characters on this list.
