Nemesis is a bioweapon assigned to hunt one specific person, and it follows her through an entire ruined city, opening doors, using a rocket launcher and refusing to stay dead. Before it, survival horror threats stayed in their rooms. It popularized the persistent stalking enemy that can appear in any area at any time, a design idea the genre now considers essential.
There is no safe room strategy. It will come through the door you came in.
