Joe rules a desert citadel by controlling the water and calling it grace. He has built a theology, a war cult and a breeding program on top of resource hoarding, and the film communicates almost all of it visually, without exposition. He is one of the great production-design villains: skull mask, transparent armor, and a body kept alive by machinery he denies to everyone else.
He owns the only water for hundreds of miles and an army that believes dying for him is salvation.
His authority is a performance, and the moment his followers see the body under the armor, it collapses.
