Who they are

Vaas is a pirate lieutenant on a tropical island, and his monologue about the definition of insanity became one of the most quoted pieces of dialogue in the medium. He is genuinely erratic, capable of switching from warm to lethal mid-sentence, and the game's marketing leaned on him so heavily that many players were disappointed to discover he is not the final antagonist.
