Who they are
Bill is a one-eyed yellow triangle in a bow tie who makes deals, invades dreams, and eventually tears a hole in reality and throws a party in it. The joke is the design: a shape a child could draw, attached to an entity from outside physics that finds human suffering hilarious. He is one of the very few children's cartoon villains who genuinely wins for a while.
