Who they are
Harvey Dent was the district attorney who was going to clean up Gotham legally, which is the one thing Batman cannot do. After acid destroys half his face he outsources every decision to a scarred silver dollar, and the tragedy is precise: a man who devoted his life to judgment now refuses to make any. He is the city's failure in a two-tone suit.
